rules don't "fire"

I have a rule that simply move emails from the inbox to another folder when
the email address is in my contacts. Sometimes the rules "fires" (takes
effect) and other times my messages just sit in the inbox for up to 15
minutes before the rules decide to "fire".

What makes the rules "fire" (start/ take effect) immediately?

What version of Outlook? What account type?

Outlook 2003 sp1 and Exchange 5.5. I had the same performance with
Outlook 2002.

Since both OL 2002 and 2003 behave the same way, since rules are kept on the
Exchange server (generally), and since Exchange is the common factor, I'd be
looking at settings in Exchange were I in your place.
