Rules and Alerts

I recently did a reformat of my laptop and now I don't have "rules" in my
outlook tools menu anymore. What happened, where did it go, and how do I get
it back?
 
If you reformated then you lost those "rules". Unless you did a back-up of
your "rules" before you formated then you lost them.
