Rules and Alerts dialog fails to launch

When I click on Rules and Alerts in the Tools menu, a dialog appears and
fades almost instantly. What can I do to make the dialog stay visible?

Hard to say without any configuration information.
Also, do you get any error messages?

Start with Outlook version and mail account type.

In About Microsoft Outlook:
Microsoft Office Outlook 2007 (12.0.6300.5000) SP1 MSO (12.0.6213.1000)

In Account Settings I have 3 accounts all set to: MAPI

So these are Hotmail accounts then? Those do not support rules from Outlook.
You'll have to set them in the web interface of Hotmail itself.
