Ruler Problem

I have a document that is displaying a ruler in metric (I think, It is greater than 8.5 where the 8.5 should be) format. I need to have it display in inches. I went to the "tools" => "options" => "General" tab and verified it is set to inches, which it is. I looked at the bottom border and can see "at 1 inch" so I know it took. Both Horizontal and vertical rulers are at the different scale. Prints fine as though it is 8.5x11. Any ideas?
