Rule on category does not run automatically

I have a run which says:

All mails marked as 'Red' category
Move to Folder 'foobar'

However if i mark a mail it does not automatically moves to that folder. i
have to manually run the rule. Am i missing some configuration or is this a
bug/feature.

The rules only run on receipt of mail or sending of mail. It won't run the
moment you set a category on a mail item.
