Rule not sending to 2 different people

We are in Outlook 2003 on an Exchange server. I have a rule set up that when
an email comes in from a specific address, a copy goes to Docketing and a
copy goes to the secretary. Docketing gets the email, the secretary does
not. Any ideas?
 
any error messages?
did you check the spelling of the secretary's email address?
did you check the secretary's setup: no rules or filters in view?
 
No errors, yes the secretaries name is spelled right, no rules or filters.
It worked for a while, then just stopped. It does forward the email to the
first person on the list though.
