Rule keeps changing the Email account Specified

When I set up rules for a Specified Account, for 2 of my accounts, it
switches the email account to the one directly above it. Every time I
switch
it back, or even delete and set up the rule again, it continues to do
it. I
am using Outlook 2003.

I managed to sort this problem out. I simply removed the account
giving me issues and added it again. It seemed the solve the problem.
