Rule based forward of external emails not working

Hi,
We are using Exchange server 2000 and XP clients. I have set up a client
based rule to forward all emails to an external email account (used for a
blackberry unit). This works fine on all emails that are generated
internally, but does not work at all for emails that come from external
sources.
I think that this may be linked to the disabling of the Out of Office
setting to disable OOF replys to external emails, but i definately dont want
to change this
Anyone have any ideas?

Automatic forwarding/replying to the Internet is disabled by (secure)
