(rtl70.bpl)"error 126 and Process id=0x664(1636) and Thread id = 0

I have been signing on and the error message (rtl70.bpl)"error 126 appears
and recently I been trying to install a program and these 2 messages appear.
Can anyone here help a nove understand why and how to fix them.

I have the same problem. I do not see any support on this forum to resolve
the issue. I did find on the web that it may have to do with a Delphi
installer which contains the file rtl70.bpl I have reinstalled the installer
but the screen is still missed up. The menus on IE 7 are super large and the
back grounds are not there. So, reading on this forum, I have to highlight
the text to be able to see it.

Any ideas?
