File "rtl70.bpl", error 126

I've tried System Restore to find this missing file, but with no success.
Have also tried using Recovery Console, but it won't accept the Administrator
password (which I have never changed), so I can't repair or even re-install
this file. Please help. Error message is as follows:

Cannot find import; DLL may be missing, corrupt, or wrong version
File "rtl70.bpl", error 126

I am running Windows XP Home.

Do you have this applications:
Borland Delphi 4 packed library
Spyware doctor
Rea converter
Registry cleaner
webroot
or any protection software.
Restore can restore to an earlier date before one of those
applications/programs install and still leaving an entry on the start up, you
can disable it by doing this:
Open a run command and type in;
msconfig click [OK]
On the system Configuration click on Start Up Tab and uncheck the line for
any of the above application there and Reboot, does the error still occur?.

Hi nass.

Yes, I have Spyware Doctor (purchased from a store, not online), and I just
downloaded AVG 7 (free version) and Ad Aware (free version) so I have some
kind of protection in place until I figure out what's causing this problem.
I was also given a link to download the rtl70 files from Delphi, which I did;
they seem to help, and when I tried to re-install my Spyware Doctor program,
I got this error:

"Error loading the database. Reason: Cannot open file
C:\Program Files\Spyware Doctor\refdb.dat". The system cannot find the file
specified"


I don't know what else to do, and System Restore wouldn't take me back far
enough to the time before I installed my Spyware Doctor. :(

well, you know the culprit, it is Spyware doctor, so why you did download
Delphi files and you don't have delphi?.
Try to uninstall Spyware doctor and Clean up all Traces by searching for
them, then run Check Disk and Defrag in safe mode.
Also try to run this command:
sfc /scannow click [OK] and let it run, you will need the XP CD for this.
