error message 126...help pls

Hi

i am recieving the message 'Cannot find import; DLLmay be missing, corrupt,
or wrong version file ''rtl70.bpl'', error 126'

I recently upgraded to int exp 7 and was recieving a error message everytime
windows starts, i have since done a system restore and now back with int exp
6.
In the add/remove program section i cannot remove pc tools syware docter
although the program is not installed anymore, i think this is where the
problem lies as it kept loading up when accesing the internet so i decided to
remove it

Hi Craig,
You have what call the left behind Orphan files from uncomplete or deletion
of some programs as you stated in this case was Spy Doctor.
One of two: try to reinstall the spy doctor again and use the uninstall
program to uninstall and get rid of the error message or weed through your
computer for left behind files/folders (empty) and in the registry which not
advisable for an averge user.
Download these utility and ty to pin point the exact path (C:\program
files\Spy doctore) foir example and check it and click delete.

In either cases try to back up your Registry or data as always you can
revert back from the back up copy and also scan for malwares.
