'RTHDCPL.EXE - illegal system DLL relocation' error message!!! hel

when i start up my computer i get a message saying 'the system DLL user32.dll
waas relocated im memory. the application will not run properly. the
relocation occurred because the dll C:\WINDOWS\system32\HHCTRL.OCX occupied
an address range reserved for Windows system DLL's. The vendr supplying the
DLL should be contacted for anew DLL'.

i click ok and everything still seems to be running ok despite the message.
is this something that needs to be taken care of. if so what should i do?
 
speters-- see reply from Nepatsfan a few postings down. This is a known
problem and a "patch" is available. It worked for me (and I am an idiot).
