RSS Feed Creator Software

Looking for software which can create RSS feeds and ftp to a server the needed
XML file.

Prefer to be able to run under wimp98se on 486 at minimum, and not require
advanced processors so it can run on spare PC(s).

It is a perl module compiled into an exe. Create and edit the RSS files
from a GUI in your browser.

Great choice but FeedForAll is unfortunately not freeware!
