RRAS won't get IP address

I have a small domain with just 1 server (SBS2003) which provides AD, DHCP
etc (all the services/roles). Having trouble with the RRAS server component
though. RRAS is installed, but doesn't allocate itself an IP address (have
tried it with both DHCP and a static pool). Have
uninstalled/reinstalled/rebooted no end of times with no success. The
"network interfaces" section shows "internal , enabled, connected", but under
"IP routing - General" it shows as "not available, unknown, not operational"

As a result, it won't accept any VPN connections from clients.

I've been through the books and help files dozens of times, using the setup
wizard, doing it manually - they all tell me to do what I am doing!

Can anyone suggest what's happening, or what I am missing?

That is a symptom, not a cause. The internal interface doesn't get an IP
address until the first client connects.

Have you tried connecting from a local LAN client? If it fails, what error
message does the client get?
