Routing and Remote Access service will not start

When try to start Routing and Remote Access Service on a
Windows 2000 server DC I get the following error:-

Event Type: Error
Event Source: Service Control Manager
Event Category: None
Event ID: 7024

Description:
The Routing and Remote Access service terminated with
service-specific error 16389.

I have tried pretty much everything and cannot find a fix.

Try the following:

Verify the permissions on the follow locations and files are set correctly,
compare to another box if you have one:
System and Admins should have Full Control

\winnt\system32\ias
ias.mdb
dnary.mdb
\winnt\temp

I hade the exact problem as yours and after 2 nights searching on th
web I found the solution for my problem.
Just download the MDAC 2.7 refresh file at MS own site.

Install and reboot. Then it should work automaticly.
This solved my problem.
