Rotate video 270 degrees without resizing

I want to use a video clip in Movie Maker, but I need to rotate it by 270
degrees. However, if I do this using video effects, it resizes the video so
that its stretched accross its width. Can I rotate it without stretching it?
If not, does anyone know how to rotate it outside of Movie Maker? I don't
have any video editting software etc....
