Root path "requires approval"

When I reboot my PC I get an "Unknown Startup Program
Requires Approval" error dialog. The startup program's name
is reported as "" on path "C:\". Whether I reply Allow or
Block, it returns every reboot.

You may want to try using the tools, advanced tools, system explorers, to
look at the startup locations and see whether you can see anything
interesting--perhaps something with a very long name.
