Figuring out spyware and startup folder

I recently had to re-install Windows and the anti-spyware seems to be
different.

Every other boot, I get the following window:

Windows AntiSpyware Notice
? A startup program requires your approval

! Click for more information about this alert

Allow Block

[x] Remember this action

The click for more information doesn't tell me which startup program
is
having problems, and this happens every time I boot up.

It is not clear what would be blocked and what would be allowed. After
allowing it, I check my startup folders and find a second shortcut to
MailWasher Pro, which I delete.

This has been going on for a week now.

What efforts have you made removing it?

In safe mode, some of the protective services which these programs use to
ensure that they aren't removed, are not running, so they are easier to
remºve.

Try the scan in safe mode.

Are you running MSAS under a limited or Administrator account?

I'm pretty sure it's full privilege, although I did not test this
since they reinstalled Windows (everything else is the same as it used
to be when that account had full administrator privilege).

Of course, there may be some documentation about what exactly gets
blocked or allowed, and it is behaving in a way that will make sense
when I find it. So far the documentation I've found tells me that if
I choose to block it, it will block it, and if I choose to allow it,
it will allow it. It hasn't told me how to find out what's being
allowed or blocked, nor what these words mean in this context.

(I suspect "allowing" puts the duplicate shortcut in my folder, but am
afraid "blocking" will block more than I want).
