Roaming Profiles not updating

I have a Windows 2000 SP4 Domain with two domain
controllers, and about 75 users running Windows 2000 with
SP4.

Having a problem with the users roaming profiles aren't
updating to the server. The problem is not machine
specific, because with one user it works, and another user
it doesn't. Newly created users always work, where old
users do not. I get this event 1000 in the event viewer...

Windows cannot unload your registry file. If you have a
roaming profile, your settings are not replicated. Contact
your administrator.

DETAIL - Access is denied. , Build number ((2195)).

I get this error in the Userenv.log file...

I've looked in the MS KB, and did what the solutions said
for this event ID, which is always to re-installed SP4,
but no success.

had the same problem, i fixed it by using group poicy, see
