I disabled every add-in--msntbforoutlook.dll and microsoft vba for outlook
addin (outlvba.dll), were disabled by the program "because they prevented OL
from functioning correctly."--and have restarted OL twice. Each time it does
the same thing, it says: MS OL has encountered a problem and needs to
close... it then closes the program and gives you the following message; OL
failed to start correctly last time. Starting OL in safe mode will help you
correct or isolate a startup problem in order to... etc.

With the first message there is an option to follow it to MS web site for
further directions. When I do this however I get a message that says the
problem has been fixed in the updated OL but it give no other information
about solving my problem.
