Why do you want to run this file? According to a Google search, it's a system executable used on Windows 98 and Windows Me that's executed when a dial-up networking connection is instigated.
"rnaapp.exe is a system executable of the Microsoft Windows 98/ME
Operating System and will be executed when a dialup networking
connection is instigated. This program is a non-essential system
process, but should not be terminated unless suspected to be causing
problems."

Forget it, the program that was written to use this app will not
perform in XP (the program was the Dunce version 2.52)
