RIS server will not authorize

I've setup a RIS server on server1 dhcp and dc, dns etc.. is installed on
server2
I've added the ris server into the dhcp tool from server2, but server1 (RIS)
is still thinking it's not authorized
I"m getting error 1051
The DHCP/BINL service has determined that it is not authorized to service
clients on this network for the Windows domain:

I've rebooted the dhcp server and restarted the binlsrv service on server1
(RIS)

How do I get this stupid thing to authorize?

Never mind I got it.. I was just adding the RIS server to DHCP, not right
clicking on the dhcp and going into authorize server
