RIS - OS not contain necessary drivers for NIC

I have the images but the install always fails with the following error:

The Operating system image you have selected does not contain the necessary
drivers for your network adapter. Try selecting a different operating system
image.
Setup cannot continue. Press any key to exit.

Now I made the image from an identical machine, why isn't the correct driver
detected???

I went through all the steps in Q246184 and Q254078 and still get the same
message.
