Riprep image failure

Windows 2003 server with RIS installed and CD image installed. CD image downloads without a problem. Modified XP pro image with hotfixes, McAfee Enterprise, and Adobe reader. Sent up to server...No Problem. When image brought down to new pc it loads ok but when it enters mini-setup it just keeps rebooting.
 
Do base images do the same thing? If not, might be a problem with the
image.
