rights to join

i want to give a local user other then admin. to join the PC to domain right.
How can i do?
i used group policy right assignment and given right "Join this pc to
network" right to user
when login with user id. options for joining PC is disabled?

Only a local administrator can join a computer to the domain at which time
he will be prompted for domain credentials that allows the computer to be
joined to the domain. That domain user can be a regular domain user. The
"add workstations to the domain" user right only is recognized when
configured on domain controllers which should be done in Domain Controller
Security Policy. It allows a regular domain user to add up to 10
workstations to the domain. If you have a domain user that you want to not
be limited then you need to give that user the permissions to create
