rights not working

2003 access, Windows XP SP3
I need a user to be able to modify a form heading. What user rights would
she need under the access securtiy rights and permissions and under the user
rights? I think I have them setup correctly but she gets error message that
she cannot change because of someone else has database open exclusively, but
it shows that she is the only one logged on and the .ldb file was not present
before she logged on.
