Rightclick delay

Right click on desktop icon experiences LONG delay before
popup window appears. Seems to be related to updates
acquired from WindowsUpdate - but not sure. Brand new
installation with NO updates shows popup immediately. Got
three systems with this problem now - reinstall only thing
that help - temporarily.

Any ideas - fixes? TIA!!
