right mouse click slow / drive access slow

We have a good percentage of 700 pc's that have a VERY frequent delay under
two circumstances:

1- right clicking an icon on the Start Menu and the Desktop

2- selecting a mapped drive in explorer.

The delay can be up to 10 seconds!!!! Any ideas on how to remedy this would
be appreciated!!!

Right-click is extremely slow only when Network is enabled -
