Go to C:\Documents And Settings\[your user name]
Verify that a hidden folder called SendTo exists. If not, create one called
SendTo and make it hidden.
Inside this folder, paste Shortcuts of places you want in the SendTo menu.

Hope this helps.

Click Start, Run and type:

regsvr32 sendmail.dll
regsvr32 /i shell32.dll

Ramesh's fix worked for me too, only my problem was that anytime I
right-clicked a file or folder "Send To" would highlight and hang for up to
five minutes before I could choose an option (including Send To). I only
typed the sendmail.dll command as per the link, and didn't set an email
client. Also, navigation in Explorer immediatly improved considerably.
