Right Click on Start Menu

Hello:
All of a sudden when I click on my start menu and then right click nothing
happens context menu is not there (if I wish to delete something or remove)
any suggestions?

Right click on the green start menu button> choose properties > click
Customize > click Advanced tab > Enable th option "Enable Dragging and
dropping"
