Right click on program menu disappeared

Running XP Pro sp2.
I have lost the ability to right click on items that appear in the programs
menu/submenu, when I right click nothing happens. A left click operates
correctly.
Any ideas?

Try Control Panel> Taskbar and Start Menu> Start Menu. In the options list,
make sure there is a check in the "enable drag and drop" box. When this
setting is not enabled, right click menus are not available on start menu
items and usually not available on desktop items as well. OK way back to
desktop. This change should take effect immediately; if not, try a restart.
