Pinning programs to Sart Menu disappears after rebooting

Start, all progrrams and right click on any programs select 'pin to start
menu' the program shows up just fine but after logging off or rebooting
system, the items disappears. How can I keep the programs I pin to the start
menu from disappearing in windows xp sp2?

Start Menu pops up at every logon, and the Most Frequently Used programs
(and the Pinned items) list is reset everytime:
