Right click on email will not bring up a context menu

Using Outlook XP on a Windows XP machine the user is unable to bring up the
context menu when right clicking on an email. The context menu will appear
when right clicking on any item anywhere else. It will also appear when right
clicking on some emails with attachments but not all of them. I have
uninstalled Office and reinstalled. I have blown away the user profile in
outlook and created a new profile. I have also performed the Microsoft First
Action Response, (rebooting the machine). All to no avail.

Is this for all the users that login at this machine (which aren't
administrators) or just this user?

I have just had a user who called me with the exact same problem. No other
users have called with this issue. I sure would like to know the answer also.
