No context menu when right click a message in Outlook 2003

When I right click a message in outlook the context menu doesn't show up.

The problem only happen on messages, not on folder.

Also the context menu does show up when I select 2 message and right click
on them.

I have already tried to reinstall and repair outlook. and I have all the
lastest patch.

Anyone have clue how to repair that problem ?
