Right click on Drive-- Search is first, Open should be

When I open "My Computer" and click on a drive it opens the search
window. When I right click on a drive, Search is first, and Open is
second. How can I reverse the order, so the drive will open and show
directories.

It works fine on directories, only at the drives level.
