Right-Click Context Menu Question

In the right-click context menu there's an "open with..." command. On one
computer, the "open with" opens a list of programs to select from--there's
an arrow pointing to the right with that opens the list if the cursor is
positioned over it. On another computer, it simply says "open with..."
(ellipses included) that, once clicked on, opens a dialogue box that will
then allow me to select form a list.

What I'd like is to change the "open with..." to other one with an arrow.
How to do this?

The folder that contains the file that you are right clicking to open must
be in any other folder type than 'Documents' for example 'Pictures or Music'
To change this navigate to the folder and right click the folder, select
properties and click the customize Tab. In the first option 'Use this folder
type as a template:' select Music or Pictures click Apply and then OK.
If you do this the common tasks on the left of your screen (If displayed)
will change to match that of your folder choice. i.e if you selected Music
it would say Play or if you selected Pictures it would have the slideshow
option.

This is the only way I know of how to achieve this, but there may be
another.

It seems that the right menu is always displaying by itself. This means that
even when i am not handling the mouse the right menu displays within seconds.
It seems a ghost is doing it. Why? And how can I stop it?
