ridiculous security settings after system update

my computer did one of those famous automatic updates while i wasn't watching
it and now i can no longer lower my security settings. every time i go to a
new web page i get a zillion pop ups about security certificates........even
this webite. when i try to lower, i get a popup saying i can't do that and
an error message. any ideas?
