Returning to Take Ownership

Logged in as Admin.
In Security / General I see several users.
I don't see the user of this computer.
I add this user / Bill / will Full Control.

In Advanced / Owner I see only my admin account/ and the Administrator
account.
If Bill is not listed in 'Owner' how do I allow him to 'take
ownership' ?
I added Bill / deleted Bill ; logged out ; logged in ; and fiddled
endlessly.
There's no ability to 'Add' -Bill - as owner. How can I do this?

This is Bill's computer.

Why I post is that I brought over to his desk a hard drive / USB /
with advertising photos.
When the device was detected the message insisted on logging into the
drive as Administrator. I was thinking there's an easier way than the
Administrator having to go to Bill's computer every time he needs to
do a basic workday chore.

Please help me solve this problem adding Bill into Take Ownership. If
I can get Bill to Take Ownership that should solve a few problems.

Log on as Bill, then seize ownership. If necessary, make him temporarily a
member of the Administrators group.
