Right click on the taskbar's "Start" button.
Click "Explore" or "Explore All Users"
In the left pane of the "Windows Explorer" window click on the
"Programs" folder then the "Accesories" folder.
Drag the "Notepad" icon/shortcut into the right pane of the "Windows
Explorer" window. Use the right mouse button to get a menu offering the
choice of copying or moving the shortcut.
