Restrictions

When I click on tools I receive a window telling me that there is a restriction on this computer and that I am to contact my
system administrator. I run windows xp. This just recently this started happening. I can access this thru my control panel,but would like to know why this is now happening. No one and I mean no one can give me an answer. I even email a tech on this site and they didn't even know. PLEASE HELP.

Close IE.
Open Regedit.
Find the value NoBrowserOptions and remove every instance of it.

You might try this from Mike Burgess first if you use SpyBot:
'Did you by chance run SpyBot's Immunize feature?
If so, you can unlock by unchecking the option to "Protect IE Control
Panel".
