Restrictions for opening a file

We have one user who cannot open files from the internet. We have a group
policy in place that allows a user to open a file from the internet, then
save it but not directly save it. This is the only user who cannot open
files from the internet. He gets this message:

"This operation has been cancelled due to the restrictions in effect on this
computer. Please contact your administrator."

I have reset Internet Options with no success. Please Help!
