restricting tcp/ip port access per user

Is there a way in Windows xp to restrict access to
certain ports by a user, or is there a way to disable
tcp/ip per user.

Eg, I have a win xp box with several users using it, and
I would like to restrict a single user from accessing
certain ports (eg 80, 25, 110, etc), or even disable the
use of the internet for this user, while not interupting
the ability for the other users to use the internet
without restriction.

There is nothing in Windows XP that will do this.
You may be able to find third-party applications that do
this, but I doubt it.

This is typically the realm of a software firewall
(personal firewall's usually don't have this level of
control) - Microsoft ISA Server can do this, assuming it
lies between the client machine and the Internet
connection, and is properly configured.
