Restricting Kids from using MSN messenger

Hello
I would like to know how to disable msn messenger or/and windows messenger for some users (my kids) using XP prof while being able myself and my wife from using it
I went into policies but did not find something similar...
I do not wish to remove it but just prevent the kids form using it

A crude way is to go too \Program Files\, then right click Messenger and/or
(do both) MSN Messenger, then click security tab. Click the user you wish
to denie access too, if he's not there, add him. Select the user, then
click on deny full control check box, click ok. Dialog box will appear
asking whether you wish to apply changes to subfolder and files, select that
and yes. [consider creating a group, Kids]

Unfortunately group policy sux on workgroup machines (no domain). Even if
you put messenger exe to files you wish not to run, kids can copy the
messenger exe and rename it, and run it.
