Restricting executables from network drives

Is there a way to limit TS users to running only apps which have been installed locally on the terminal server? I don't want to use AppSec if it can be helped since I want them to be able to run everything on the server. I just don't want them running apps/executables from network drives. Any thoughts?

This can be done via GPO -> User Configuration -> Windows Settings -> Internet Explorer Maintenance -> Security -> Security Zone and Content Ratings (Preference Mode) -> Security Zones and Privacy -> Import the current security zones and privacy settings -> Continue -> Modify Settings -> Local Intranet -> Custom Level -> Launch applications and unsafe files "Disable

I don't see that particular setting "Launch applications and unsafe files" under Local Intranet>Custom Level. Is this something added via IEAK?
