restrict network download

I'm running windows Xp Pro and I want to know if there is a program which

can restrict the speed of download/upload or the amount of Mb that an IP
address

on my 7 PC network?

You may want to use a third-party bandwidth throttling tool such as
bandwidthcontroller or netlimiter.
