Restrict access

Hi group,

I need some help restricting access to software and settings (Internet, IM,
OE, Control Panel, etc) to a couple of users in desktop computer. I have
been told to use Local Security Policy, but I don't know how to use it. Can
somebody point me to the right direction?

Doug's Security Console worked great for me...I even bought the Corporate
licenced verison.
