restoring windows 95

i get this error when i turn on my computer. files were
accidently removed while the anti virus software was
running.

Error loading Explorer.exe. You must reinstall Windows.

anybody have any advice on how i restore it? i don't
have a system startup disk, can is make one using XP on
another computer?

And you're asking this in a Windows XP group because...? Find a 95 group!
