restoring lost language bar

My language bar has disappeared. When I choose toolbars
from the taskbar, language bar is ticked, so it should be
there. I have tried to bring it back by choosing Regional
and Language Options > Languages > Details from the Control
Panel, but the Language Bar button under Preferences is
greyed out. I have tried using the Taskbar Repair Tool at
http://www.kellys-korner-xp.com/taskbarplus!.htm, but this
doesn't seem to work - the only relevant option seems to be
Taskbar Toolbars Greyed Out or Missing, but this doesn't do
anything. I've also tried the Restore Language Bar
registry edit at http://www.kellys-korner-xp.com/
regs_edits/langbarrestore.reg, but this doesn't help
either. I know Microsoft have a knowledge base article
entitled "After you turn off the Language bar in Windows
XP, you cannot turn it back on" (http://support.microsoft.
com/default.aspx?scid=kb;en-us;819783&Product=winxp) but
this just says that a hotfix is available, and I don't have
any more free support incidents. Is there any way I can
fix this problem without having to pay for a support
incident with Microsoft?

Hi,

Hotfixes are free, regardless of the number of support incidents you have
used. They do not count as long as you only ask for the hotfix described in
the article.

Keep in mind that the language bar options will be inaccessible unless
multiple languages are installed.

Hotfixes are not free. When I phoned Microsoft, said that I needed hotfixes and wanted to list the Knowledge Base article numbers, Microsoft said that they would not accept the case unless I opened a paid support case for 4,200 yen. I explained that the English-language versions of Knowledge Base articles say there might not be a fee for the hotfixes they list, Microsoft repeated that I must open a paid support case and they would not even let me list the Knowledge Base article numbers.

A few years ago Microsoft US accidentally let me communicate by e-mail with a product support manager. At that time he also said that he would not let me receive listed hotfixes unless I open a paid support case. Naturally Microsoft US's legal department did not respond at all to my registered letters.
