"Restore Database" disabled in Access

I have MSDE 2000 installed on my machine in addition to Office XP. When I
put Restore Database (and Backup Database) on my menu, it is disabled. I've
checked all the obvious stuff (service running, etc) and even reinstalled
both, but nothing is working. Does anyone have any ideas on what's wrong?
