restore backup .pst

I created a backup using the export feature in outlook 2000. I need to
restore that file to my original settings (I used the import feature to do
this) and I am getting the message: "The file c:\.... is not a personal
folders file. I have tried to use the scanpst from Microsoft and that did
not recover anything either.

If you saved it as a tab-delimited file, that is what you
have to specify when restoring. ...or comma-delimited, etc.

It shows as a .pst it's just not opening like one.

That's not the way to restore a backup of a PST.
